It could be that deku breaks through to shigaraki, who willingly accepts the quirk; both knowing it will take care of AFO. So a heroic sacrifice. Deku gets to save shigaraki, shigaraki gets to become a hero, AFO and OFA are gone. Plus Deku’s shown to be really really good at inspiring people who dislike hero society.But berserk Deku was, according to Shigaraki, extremely readable. That's how he was able to touch Deku and enter the OFA vestige space.
